Closes #2242.

Setting VP_NO_HEADER hides the VITE+ banner. The check lives in the shared header gate, so both CLIs respect it, as do the command picker and the vp create intro. Documented under Runtime Variables.

Added a unit test and snapshot cases for the global and local CLIs.

vp fmt before/after
vp --version before/after

Setting `VP_NO_HEADER` turns off the `VITE+` banner in the shared header
gate, so both the global and local CLIs respect it, including the command
picker and the `vp create` intro.
