feat(oxc): add rule timing stats to the lint inspector

Clear and concise description of the problem

Oxlint supports --debug timings to report the execution time of individual rules.

It would be useful for the lint inspector to expose these timing stats in the UI, so users can quickly identify the most expensive rules and investigate lint performance bottlenecks.
