Bind Debugger socket to loopback

As in usethesource/rascal-language-servers#1231, @RomainLefeuvre found that rascal lsp server open port on 0.0.0.0 (which is the default from ServerSocket(0)).
Here the issue come from DebugServer and is critical because it allow shell access.
