Use approximate Mercator projected area to filter features by zoom level.
In Mercator projection features appear larger farther away from the equator.
This will include some features already at lower zoom levels. Tile size increases accordingly. mbtiles for a Netherlands extract increased by ~5% 801 MB -> 838MB.
