ci: allow 20 minutes for the macOS compile guard - #89

The unit suite has grown, and three of the last five macOS checks were cancelled at the 12-minute job limit. Increase only this job timeout to 20 minutes; preserve every build, install and test step without skips.

Increase only the fast-gate macOS build-only (compile guard) job timeout from 12 to 20 minutes.
The unit suite has grown, and three of the last five macOS checks were cancelled at the 12-minute limit. The repository owner explicitly approved 20 minutes. Every configure, build, install, unit-test and cache step stays byte-for-byte unchanged; no test is removed or skipped and no test-specific timeout is changed.
Validation: exact one-field byte comparison,
git diff --check, and all 9 existingscripts/ci/test_mvp_ci.pychecks passed. The focused read-only review found no other changes.The existing ccache configuration is unchanged; cache improvements are being assessed separately and are not part of this PR.
