Cherry-pick of d91d55c (#23767), which landed on develop 9/16, one day after release/2.65.0 was cut on 9/15.
Unblocks the CCIP mixed-version and rolling-upgrade tests on #23750. Those run a develop nightly node alongside the release build, and develop raised
MinRequiredPGVersionto 150000. The fixture still provisioned postgres 12, so the develop-image nodes exited on startup with "the minimum required Postgres server version is 15, you are running: 12".Test fixture only, one line. No product code.
