CCIP-13390: Pass lane version resolver to ConnectChains in ccip test helpers

Update the Aptos and Sui/Solana lane test helpers to the new 3-arg ConnectChains signature (nil resolver for v1.6.0 lanes) and bump chainlink-ccip to the merged lane prerequisites commit.
