Anchors should be emitted in ascending order.

Aaron, this is now a failing test. It is best for YAML dumps to having anchors emitted in ascending order (&1 &2 &3). Hope this helps. |

Closing, since anchor numbering does not change what loads back and I'd rather not change dump output for everyone over it. |
