19.0.0 bumped requires-python from >=3.11 to >=3.12 (and Py_LIMITED_API
from 0x030B0000 to 0x030C0000 in setup.py), and upstream's own tests.yml
already moved its CIBW_BUILD from cp311* to cp312* to match. This
workflow still had the 18.1.0-era cp311*, so cibuildwheel silently
filtered it out by requires_python and would have published only the
free-threaded cp314t wheel for 19.x, no abi3 wheel at all for regular
Python 3.12-3.14 -- a coverage regression versus the published 18.1.0.
Kept version-conditional so a rebuild of the already-published 18.1.0
still gets its own cp311* pin.

Build av 19.0.0 manylinux_riscv64 is failing in the musllinux_1_2_riscv64/cp312 test leg: tests/test_colorspace.py segfaults partway through (Segmentation fault (core dumped), exit 139), right after test_codec_context.py finishes.

This is the same class of crash already seen on 18.1.0's musllinux+cp314t leg (also in test_colorspace.py, also right after the codec-context tests) — except here it's hitting a plain GIL-enabled cp312 build, not just the free-threaded one, so it's broader than previously thought.

A prior investigation of the 18.1.0/cp314t case came back with three competing hypotheses (musl's smaller default thread stack size, a PyAV/FFmpeg colorspace-filter bug, and a riscv64-specific codegen issue) and no conclusive root cause from the logs alone — reproducing it needs an actual riscv64 box with a debugger, which isn't available here. I'm not pushing a speculative fix without being able to verify it. Leaving this open; musllinux may ultimately need to be dropped for av (same precedent as build-selectolax.yml/build-longbridge.yml) if a real fix doesn't turn up.
