This PR adds RTX PRO 6000 Blackwell Server Edition (compute capability 12.0) to our CI matrix. I looked at the past two days of runner data after #496 was merged, and it seems like we have good utilization (but are not exceeding our capacity too frequently) across all runner types. Since the Blackwell runners are net-new capacity, we can add new jobs to cover it. If we're unhappy with the total CI cost per PR or begin to run into queues on some runner types, we can rebalance further in the future.

I also tried to spread out the matrix of Python versions, OS versions, and CUDA versions a bit more, to improve our coverage with the slightly larger number of jobs we are running on each PR.
