| Use docked navigation when you need to maximize screen space for page content while keeping global navigation accessible. | ||

| Each navigation item must include both an icon and a text label. When only icons are visible, tooltips should provide the full text labels for navigation items and related action controls. |

It would be good to say nav items must have tooltips to communicate the title. The verbiage should feel more like a rule than a suggestion because of the accessibility issues if you omit the tooltip.
