Fix execa type error in shell.ts#7875

Replaced a `@ts-expect-error` with a proper type assertion for the `execa` result object.
When `execa` is called with the `{ reject: false }` option, it returns a result object that includes a `failed` property. If `failed` is `true`, the result is of type `ExecaError`.
This change imports the `ExecaError` type and uses a type assertion to allow for safe access to the `shortMessage` property, improving the overall type safety of the module.
