This comprehensive reorganization moves 86 experimental configuration settings to their appropriate documentation locations based on their actual access tags in the source code. Moved settings to: deprecated, plugins, environment, authentication, compliance, site, user-management, and push-notification configuration files. Added 2 previously missing experimental settings and created config.json-only sections where needed.
