Fix : #3722

Why:
Because phantomjs was depricated and can't be used more..

Could you please help me understand why this error is occurring?
Is there something specific I should check or adjust to resolve this issue?

Our CI is broken on macOS and we are trying to fix it

Closing - duplicate of #3782 for PhantomJS removal. This one has conflicts and is more bloated (+1452 lines).
