Add July 17 changelog entry

Adds the July 17 weekly changelog entry (Product + Docs).

Each line was verified against the actual merged code/git history in the relevant repos before inclusion. Notable corrections made to the original draft during verification:

• Dropped the "VM clock counter to btel events" claim — no such field exists; event ordering already uses a monotonic sequence counter that shipped earlier, and the telemetry code explicitly avoids a VM-derived clock (it skews on suspend).
• Reworded the profile-restore cold-start line — the ~5s saving and location are correct, but it wasn't achieved by removing a timeout; the port probe was fixed to stop blocking on stale sockets.
• Dropped "doc downloads" from the just-html line — the change only enables downloads originating inside a hosted doc (a sandbox flag), not a document-export feature.
• Fixed the Zero Data Retention link to /info/zero-data-retention (the draft pointed at the /info section root, which isn't a page).
• Normalized GitHub and doc links to standard Markdown.

All other lines verified accurate as written.
