This bumps `actions/setup-python from version 6 to 7. The main change is that this is now an ECMAScript Module, which bumps the minimum requirements for GitHub Enterprise Server setups enough to warrant a full major version bump. Let's use this Dependabot update as an "excuse" to serve as the PR to create the artifacts of, and release, Git for Windows v2.56.0(2).
The urgency for that release comes mainly from these regressions:
