Resets RELEASE_NOTES.md back to the standard template format, removing a previously added upgrade note so the file is ready to be populated for the next release cycle.
Changes:
- Removed the existing “Upgrading” bullet about
MetricSampletype hints. - Restored the “Upgrading” section’s template placeholder comment.
