[Network] Network tab freezes and stops capturing HTTP requests after hot restart

Describe the bug:
After hot restart, the Network tab stops capturing HTTP requests.
Requests were visible before hot restart but disappear after.

Steps to reproduce:

1. Run app in debug mode
2. Open DevTools → Network tab
3. Trigger some network requests (confirm they appear)
4. Press hot restart
5. Trigger network requests again
6. Observe: requests no longer appear in Network tab

Expected: Requests continue to appear after hot restart
Actual: Network tab freezes / stops capturing
