Promote Rails 7.2 to the sole bundle now that the next-bundle suite has been green for weeks: - Collapse the Gemfile next?/else block to gem "rails", "~> 7.2.0" - Drop the next? helper and the next_rails gem - Promote Gemfile.next.lock to Gemfile.lock (preserves tested versions) - Delete Gemfile.next and the tests-next.yml CI leg - Remove the web-next docker-compose service - Strip DeprecationTracker wiring from spec/rails_helper.rb

I'm testing the skill and want to start fresh, so I'm sending this PR just in case you want to actually go to Rails 7.2 and I will attept going from 7.2 to next version.
