Upgrade NodeJS version to 16

  • Node.js 12 actions are deprecated. For more information see:

  • Since I will encounter the error ERR_OSSL_EVP_UNSUPPORTED after
    upgrading to Node 16, I also upgraded the version of ncc.
    fix: use sha instead of deprecated md5 for hash algorithm vercel/ncc#868

  • update package version to fix 4 vulnerabilities

@vacas5 I haven't heard back yet, but the good news is that kind is now installed by default in GitHub Actions. If you are using the latest version of kind, you don't need to resort to any other tools/actions
