Some changes to Elide's setup action:

• target was renamed to install_path (it was ambiguous!)
• our use of the tool cache was fixed; cached installs of Elide are down to 1s or so
• the cache property was renamed to no_cache, and flipped
• many dependencies were upgraded
• some bugs were fixed
