* More undocumented diagnostics Fixes dotnet#55338 Add the C# 7 diagnostics related to deconstruction, discards, and out variables. While working in this area, convert the previously used prompts to skills for better reuse. * proofread and review Move TOC location, grammar * remove obsolete prompts
