I know this is a draft. A couple of comments:
- this is not targetting master.
- there should be a Jira for this and the PR appropriately titled with the Jira number.
- I am not sure of the intent of this change , why are we changing from 1.17 to 1.17-SNAPSHOT. I would think we want to depend on released versions of things not SNAPSHOTs that can change.
