Disable root overscroll bounce for fine pointers

Summary

Stops the macOS rubber-band bounce on the marketing site and dashboard, while keeping pull-to-refresh on touch devices:

}

• Marketing: apps/marketing/src/styles/global.css
• Dashboard (cloud, local, self-host, via @executor-js/react/globals.css): packages/react/src/styles/globals.css, inside @layer base

Verification

CSS-only change. bun/node weren't available in the environment where this was written, so the format/lint/typecheck/test gates weren't run locally. CI will run them.
