Update to latest hubot and slack adapter

In conjunction with StackStorm/hubot-stackstorm#238

Upgrade to the Hubot 11, NodeJS 20, and @hubot-friends/hubot-slack. Due to the depreciation/archival of the other chat backends, only slack is supported with the newest version (3.9+)

Also upgrade to a newer version of docker compose which meant the docker-compose files needed to be nested under services

You need to edit all of the testingenv/*/docker-entrpyoint.sh files to replace HUBOT_SLACK_TOKEN with the new HUBOT_SLACK_BOT_TOKEN and/or HUBOT_SLACK_APP_TOKEN env vars:

I'm working on figuring out which slack workspace this CI is currently in so I can create the new app there.

CircleCI builds now have 2 new env vars: SLACK_APP_TOKEN and SLACK_BOT_TOKEN.

I have one nitpick, but otherwise this looks good to me. I want one other maintainer to approve this, and then we can merge.
