Adds some more guards against unphysical QEL events, an extra
FermiMoverInteractionTypefor the spectral function (currently, not handled differently from the default Fermi mover), and an exception case inFermiMoverif the kicked nucleon has unphysical momentum.Also, removes the
IntegralNuclearCutoffEnergy- it shows a bad bias above 10 GeV. See DocDB 46060.
