Resolve the vinca.yaml conflict with #54: keep this branch's reorganized Windows-excluded block and add #54's new rqt packages to it (rqt_controller_manager is already selected on all platforms here). Also drop the mutex_package build_number, which duplicated the top-level build_number. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Like in my MR to humble. Interestingly there were more RQT packages missing in rollng. I will probably also do one for Jazzy if thats ok?
