Gates denied this PR because it modifies CI/CD workflows and dependency toolchain files, which are in the deny-list. These changes require human review — the CI workflow edit and the dependency reclassification from devDependencies to dependencies both need a team member to verify correctness and intent.

Problem
Agent releases fail while building the bundled Pi RPC host because
@posthog/harnesshas not been built. The package is also listed as a runtime dependency even though it is bundled and is not published separately.Changes
Build harness before the agent and keep it as a build-time dependency.
