Actually, I was wrong about that; there was a gatekeeper type for exact platform-version matches but it was no longer on use. The module has a set of known operating systems but allows any version. Of course, that doesn't mean it can find any version's images, and there could be other kvm issues, but alma/rocky 10 work fine. I updated kvm_automation_tooling's test matrix, and I rebased this pr.

However, the openvox-server/openvoxdb packages will need to be updated to depend on openjdk 21 before they'll install on el-10.

Not sure if we want to wait on openvox-server/openvoxdb with a jdk 21 dependency, or if we want this in to test that. Probably the later?

the latest ezbake can create EL10 packages and they depend on Java 21. The packages are currently in beta state and only on artifacts, we haven't moved them yet to our apt/yum repos.
