docs(agents): keep project skills synchronized

Summary

OpenShell's project behavior and agent skills have accumulated significant drift. This PR refreshes the relevant CLI, inference, and cluster-debugging guidance, then adds conditional synchronization checks to build and review workflows so future product and workflow changes keep their companion skills current.

Changes

• Refresh the OpenShell CLI reference and operational workflows to match current commands and behavior
• Update inference and cluster debugging guidance for current routes, authentication, interceptors, and compute drivers
• Teach policy authoring and CLI iteration about dynamic network_middlewares, including ordering, host selection, registration boundaries, and failure behavior
• Add operator-run supervisor middleware startup and request-path diagnostics to the cluster debugger
• Capture the latest portable Kubernetes sandbox-name constraints and symlink-preserving upload behavior
• Centralize the skill-maintenance map in sync-agent-infra while keeping AGENTS.md compact
• Route future supervisor middleware changes through the relevant policy, CLI, and cluster-debugging skills
• Add conditional sync-agent-infra gates to PR creation, issue builds, PR review, and the shared principal-engineer reviewer
• Reconcile missing skill and crate inventory entries discovered by the consistency audit
