pre-commit now handles formatting, so the VTK-style hook chain and clang-format.bash are obsolete. GitSetup/SetupForDevelopment served only that chain and Kitware GitLab setup. Data/ was empty with no LFS objects; drop its our-lfs attribute along with it.
