refactor: remove getReportTransactions calls from UI component

Explanation of Change

• This PR removes getReportTransactions usage from all React component and hook callers, replacing them with the useReportTransactionsCollection hook (or useOnyx where hooks can't be called in a loop). This is part of the effort to remove the module-level Onyx.connect() for ONYXKEYS.COLLECTION.TRANSACTION in ReportUtils.ts
• This PR also removes isIOUReportPendingCurrencyConversion, since it’s dead code and no longer used.
  Note: getReportTransactions is still used at the lib/action level (ReportUtils.ts, IOU/index.ts, Report/index.ts, Search.ts, TransactionUtils, etc.). These are non-React pure functions that can't use hooks. Migrating those usages will be handled in a later phase.

3. Create an expense with an amount greater than $10 to trigger a violation
4. Switch to offline mode
5. Delete the workspace
6. Navigate to the expense created in step 3
7. Verify that no RBR is displayed on the expense

  • I verified the JSDocs style guidelines (in STYLE.md) were followed
• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
• I followed the guidelines as stated in the Review Guidelines
• I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)
• I verified all code is DRY (the PR doesn't include any logic written more than once, with the exception of tests)
