Adds a new toggle for changing the refresh rate of the window itself. Defaults to a quicker rate than what's currently used, but enabling the checkbox will return the speed back to the current rate. I've been manually decreasing the WindowSpy refresh speed for a while now, and figured it'd be preferable to have the functionality available as a builtin feature
