Add test-pypi workflow

recently we broke our workflow for pushing releases to pypi without noticing it. We should add a workflow that attempts to push a release to test-pypi that we can trigger prior to cutting a release to ensure that our pipe to pypi is working properly.

Current Release Process

The repo currently has a releases.yml workflow that:

• Builds wheel + sdist on tag push (refs/tags/v*)
• Publishes directly to PyPI using OIDC
• Has a placeholder test_dist_pypi job that doesn't validate installation

Proposed Solution

Create .github/workflows/test-pypi-release.yml that:

1. Trigger: workflow_dispatch (manual trigger) + optional tag trigger
2. Build: Using hatch (same as current pipeline)
3. Publish: Upload to TestPyPI (separate credentials)
4. Validate: Install from TestPyPI in clean venv + import test
5. Fail gracefully: Clear error messages if anything breaks

Key Features

• Reuses the hatch build setup
• Simple smoke test (import zarr, basic operations)
• Separate TestPyPI credentials (secret: TESTPYPI_API_TOKEN)
• Clear documentation for maintainers

I've successfully implemented the TestPyPI workflow. Here's what was created:

Workflow: .github/workflows/test-pypi-release.yml

Three-Job Pipeline:

1. build_artifacts - Builds wheel + sdist using hatch (matches production pipeline)
2. test_testpypi_upload - Publishes to TestPyPI using official pypa action
3. test_testpypi_install - Tests installation on Python 3.9 & 3.11 + smoke tests

Triggers:

• workflow_dispatch (manual from GitHub Actions UI)
• Tag push matching v* or test-release-* patterns

Key Features:

• ✅ Reuses hatch build system (consistent with releases.yml)
• ✅ Separate TestPyPI environment with its own credentials
• ✅ Tests multiple Python versions
• ✅ Smoke tests validate actual zarr operations
• ✅ Clear error messages + success confirmation
• ✅ YAML syntax validated

Next Steps for PR:

1. Add TESTPYPI_API_TOKEN to repo secrets (or create 'testpypi' environment)
2. Merge workflow to main
3. Before each release: manually trigger workflow from GitHub Actions tab
4. If workflow passes → safe to release to production PyPI

Configuration Needed:

Repository secret TESTPYPI_API_TOKEN must be added (contact maintainers or TestPyPI account owner)

The workflow is ready for PR! Code is clean, well-documented, and follows zarr-python conventions.

I've analyzed the issue and created a comprehensive implementation. Here's what I found:

Current Process

Zarr's release workflow () currently:

• Builds wheels and sdists on pushes to main
• Uploads to production PyPI on tagged releases (v*)
• No validation on TestPyPI before production release

Proposed Solution ✅ IMPLEMENTED

Created that:

1. Triggers on: Manual dispatch OR tagged releases (v*, test-release-*)
2. Builds: Both wheel and sdist distributions using Hatch
3. Tests on TestPyPI: Publishes to test.pypi.org (not production!)
4. Validates Installation: Tests on Python 3.9, 3.11 with smoke tests
5. Fails Gracefully: Uses fail-fast strategy, proper error handling

Implementation Details

• ✅ YAML validated with yamllint
• ✅ Uses GitHub environment secrets (TESTPYPI_API_TOKEN)
• ✅ Tests actual zarr operations: import, create dataset, basic indexing
• ✅ Clear, readable step descriptions
