RosJava messages to /rosout output cannot be configured via rosconsole.config

I made multiple attempts to follow the Rosconsole configuration guideline http://wiki.ros.org/rosconsole and it works perfectly well for C++, but not for Java.
Can someone please confirm that this TODO in the message publishing method is a proof that rosconsole is not receiving enough information - topics, file, function, line and possibly others in order to configure ROS logging messages output via a rosconsole.config file, so a new Pull request with this change would be required.

Hi @mariodmtrv,

I've never used rosjava together with rosconsole, so you are probably right: some changes may be required for it.

If you send a PR with the changes I offer myself to review them
