Rename `requires` to `dependencies` in `METADATA.toml`

Also rename requires_python to requires-python. These fields are copied 1:1 into their corresponding fields when creating the pyproject.toml file in stub_uploader. Renaming that would make it much more obvious.

This would also mean renaming all fields with underscores to dashes to make it consistent.
