[Bug]: Download action visible for newly created folders in public shares with "Hide download" set

Bug description

When creating a new folder in a link share with the "Edit" and "Hide Download" permissions set, the actions menu of the new folder displays the "Download" action. Other folders already present in the shared folder do not display this action, and a reload of the page makes this action disappear on the new folder as well.

Steps to reproduce

1. Create a link share of a folder with the "Edit" and "Hide Download" permissions set
2. Open the share link in a private window
3. Create a new folder (top left: New -> Create new -> New folder)
4. Open the three-dot actions menu for the new folder: the Download action is present
5. Reload the page and open the three-dot-actions menu again, the Download action is gone.

Expected behavior

New folders created in link shares with the described permission set should not display the "Download" action.
