AMQP: Missing timeout of discovery message

It seems that we can get into a stuck state if the RabbitMQ is full on disk, where publishing discovery message gets into "blocked" state and the participant stays that way.

The issue would be less likely to be problematic if the discovery was using an exchange instead of queue, see msgflo/msgflo#13
