Describe the bug
I'm seeing the message "This extension is not signed by the Extension Marketplace" on extensions that I've been able to install just fine on other machines and don't exhibit this error. This issue has symptoms exactly like a previous one, related to an incident: #1454
I'm seeing this issue today, specifically while installing the stkb.rewrap extension, which was getting installed as part of an initial Settings Sync for a new installation of VSCode. My situation looks exactly like this issue: microsoft/vscode#269837.
I really appreciate the communication and transparency regarding the incident investigation and outcome from the VSCode and Marketplace teams. You are pros!

Is there any way to get a comprehensive list of extensions that failed to install in this way? I just happened to notice that my keyboard shortcut for a command in this extension did not work, so I investigated. But I did not get any errors or warnings while starting the Settings Sync. I also looked at the Extensions sidebar in VSCode and I don't see any built-in filters in the search bar that would help me identify extensions that are stuck in this state.
Once I do identify extensions that are stuck in this state, should I attempt to reinstall? Is there some "clearing the caches" style operation I should perform?
