Fail to load Azure Resources in the Azure China account

Build Version: 20251210.1

Repro Steps:

1. Enable setting "Azure Resource Groups: Duplicate Subscription Mode".
2. Sign in VS Code with Azure China account -> Expand subscription node from Azure Resources view.
3. Check whether Azure Resources are loaded successfully or not.

Expect:
Azure Resources are loaded successfully.

Actual:
Fail to load Azure Resources with an error.

More Info:
This issue does not reproduce with the setting "Azure Resource Groups: Duplicate Subscription Mode" disabled.

@jinglouMSFT This issue occurs when the "Azure Resource Groups: Duplicate Subscription Mode" setting is enabled. This setting is new and is disabled by default. The issue does not occur when the setting is disabled.
