Profiles to consider and can be implemented (in the vscode rig and/or local) when we need them:

• web-extension-webpack: these can run in places such as github.dev / vscode.dev https://code.visualstudio.com/api/extension-guides/web-extensions
• node-extension-webpack: these run on vscode native instances. this is the current implementation
• node-extension: also run on vscode native instances but aren't webpack'd

Main work:

• Create a cloned package which is a copy of heft-vscode-extension-rig except it inherits from local-node-rig which contains more strict and opinionated settings for local rushstack projects.

• Also create a web and node profile for the extensions to support the above reference
