copilot-cli enabled at org level disabled for users

Describe the bug

copilot-cli is enabled at the organization level.
Users in the org have it disabled here: https://github.com/settings/copilot/features

results in this error when /model

copilot works is vs code and even opencode but not copilot-cli.
I only use copilot-cli and this is a new issue.
Our 96 users currently can't use copilot-cli due to this issue.

Steps to reproduce the behavior

run copilot
/model

 Choose the AI model to use for Copilot CLI. The selected model will be persisted and used for
 future sessions.

 Error loading model list: Error: Failed to list models: 403 Forbidden

 Some models are not available. For information on Copilot policies and subscription, visit:
 https://github.com/settings/copilot/features

Expected behavior

/model works

This has resolved itself.
Github for users now is enabled.
No indication why this was broken for us and just copilot cli.
