Build docs on readthedocs

The second hit is a deprecated wiki page.

which is totally broken.

We should build the docs on read the docs.

and then adjust those two pages to point there.

(or we could move this repo to pagure and build the docs there and point to them. it doesn't really matter where, just that we have something consistent and up to date)
