Drop python-wheel

With the current python-setuptools version, it is no longer needed to use python-wheel to build wheels.

I assume that the majority of packages that use wheel at build time do not need to do that. Let's investigate getting rid of it at least in ELN.

https://src.fedoraproject.org/rpms/libcpuid/pull-request/6 was reverted in https://src.fedoraproject.org/rpms/libcpuid/c/a4dbe004c08efb4ebd1da24450d15ce5e0de1c23?branch=rawhide

Note that listing the BuildRequires for %pyproject_wheel manually is not supported, and removing wheel from the list breaks the build on Fedora 41 and EPEL 9/10.

The package must use %pyproject_buildrequires instead and wait for (or backport) the upstream PR.
