Bug: pre-commit / basedpyright config error

pre-commit is running basedpyright, but it seems warnings are not treated as errors which has allowed ~50 warnings to sneak into the repository. fix the warnings, and fix pre-commit execution of basedpyright.

For me I always have to activate the virtualenv for basedpyright to work correctly (even with precommit)
