I made a IntelliJ plugin replacing built-in format actions with spotless

currently Gradle supported

• Auto detect Gradle spotless plugin and replace the format only when needed, for only configured files.
• On the fly format you'd expect when using the IDE.
• Lowering the latency by injecting a Gradle plugin and running a daemon HTTP service for spotless.
• Special handing the wildcard rules on the IDE side as a optimization (it's said that removing wildcard is expensive on spotless side)
