I've analyzed this issue and here's what I found:

Root Cause

The "Paste URL to fetch contents" (@url) context menu option is currently not interactable -- it cannot be clicked or selected via keyboard. This is because:

1. isOptionSelectable() in ContextMenu.tsx (line 249-254) explicitly excludes ContextMenuOptionType.URL from being selectable, preventing both click and keyboard selection.
2. Keyboard navigation in ChatTextArea.tsx (lines 440-444, 472-476) also filters out URL type from arrow-key navigation and Enter/Tab selection.
3. handleMentionSelect in ChatTextArea.tsx (lines 352-363) does not handle the URL type entering a "sub-menu" input mode (unlike File, Folder, and Git which set selectedType to allow typing a query).

As a result, the URL option appears in the context menu as a visual hint but is entirely non-functional. The only way to use URL mentions currently is to manually type @https://... in the textarea.

Proposed Implementation Plan

1. Make URL selectable in ContextMenu.tsx: Remove ContextMenuOptionType.URL from the exclusion in isOptionSelectable() so it can be clicked and keyboard-selected.

2. Add URL to sub-menu flow in ChatTextArea.tsx: In handleMentionSelect, add ContextMenuOptionType.URL to the types that enter sub-menu mode (alongside File, Folder, Git) when selected without a value. This lets the user click the option, then type/paste a URL.

3. Handle selectedType === URL in getContextMenuOptions() (context-mentions.ts): Add a case for the URL selected type that shows a prompt or the typed URL as a selectable suggestion.

4. Make URL suggestions selectable in keyboard navigation (ChatTextArea.tsx): Remove the URL exclusion from the arrow-key and Enter/Tab handlers so URL suggestions with a value can be selected.

5. Update shouldShowContextMenu (context-mentions.ts): Keep the context menu open when in URL input mode (when selectedType is URL), even when text starts with "http".

6. Add/update tests for the changed behavior in both context-mentions.spec.ts and ChatTextArea tests.

This approach preserves backward compatibility (typing @https://... inline still works) while making the context menu option functional.

I've seen your comment and explored the codebase. You're right that this is related to the browser feature removal -- the @url mention in parseMentions() was only doing a text replacement without actually fetching URL content after the browser tooling was stripped out.

Opened PR #11858 with an attempt to fix this by adding a lightweight URL content fetcher using axios + cheerio (both already dependencies). Feedback welcome!
