Change base image from UBI 9 to UBI 10

UBI 10 base image contain significantly less container vulnerabilities.

We plan to switch Liberty container images based on UBI minimal from 9 to 10, starting with the Liberty 26.0.0.7 release

@ChrisPepin Liberty 26.0.0.7 is targeted for July 14, 2026.

Please note that the targeted date is subject to change and build/infrastructure issues could delay the release.
