[Bug] Uninstalled apps with backups not showing up in blocklist

Guidelines

• I'm on the latest version.
• I'm not using a test build (alpha/beta/release-candidate).
• This issue contains only one bug.

Describe the bug

1. Create backup for app
2. Add it to the blocklist
3. Verify it is not visible in app but it is visible and checked in the blocklist
4. Uninstall app
5. App backup exists on storage but can't be restored because it is not visible, but also can't be removed from the blocklist because it is not installed.

Expected Behavior

The whole blocklist shoud be visible/able to be edited even when the apps are not installed.

Relevant information

Exploring the main.db file I confirmed that the entry is still there, just not able to be changed in the app. If the app is reinstalled by other means, then it will re-appear in the blocklist and able to be removed. However this is not always possible if the original source is no longer available.
