Project admins can export but not import features

Describe the bug

Project level admins are allowed to export features under Project Settings/Export but not to import under Project Settings/Import.
Only organization level admins are allowed to import features.
If a user has permissions to export features they should have permissions to import as well.

Steps To Reproduce

1. Create user
2. Grant the user project admin privileges
3. Export features under Project Settings/Export
4. Go to Project Settings/Import - see message "To manage this feature you need the Administrator permission for this organisation.
   Please contact a member of this organisation who has administrator privileges."

Expected behavior

Project admins should be able to import features
